Description:
This position performs an array of finance analytical duties in the Department of Finance and Budget. This position will be responsible for maintaining, supporting, and customizing the financial systems, including the department's ERP (Enterprise Resource Planning) system, supporting system modules, and standalone software applications. The role involves creating financial reports, performing design and document system updates, improving workflows, and making appropriate recommendations that will positively impact operational effectiveness. The role will provide critical leadership to ensure the optimal implementation of desired solutions.
The position reports to the Deputy Director of Operations.
Essential Job Functions
- Oversees and maintains the optimal function of the finance software systems, which may include installation, customization, development, maintenance, and upgrade of applications, systems, and modules.
- Oversees the operations and workflows of financial systems, encompassing both manual and automated processes.
- Collaborates with executive leadership, Finance and Budget staff, and cross-functional teams to identify business needs, document requirements, and develop project plans for system improvements and enhancements; recommends and implements solutions.
- Determines, establishes, and documents operational workflows by analyzing and mapping out processes to optimize efficiency; creates flow charts, process maps, workflow diagrams, Gantt charts, and Kanban boards to ensure clear communication of tasks, timelines, and resource allocation.
- Provides technical support, troubleshooting, and guidance to finance software systems users.
- Manages permissions, access, personalization, and similar system operations and settings for the financial software systems users.
- Programs custom functions and documentation such as automated queries, filters, macros, and reports.
- Compiles or assists with the acquisition of complex data reports, summaries, and logs for senior executives and Finance and Budget staff.
- Serves as lead representative and liaison between Finance and Budget, information services, external vendors, and other stakeholders for financial software systems design and implementation projects.
- Ensures system compliance with data security and privacy requirements.
- Maintains knowledge of trends and developments of financial software systems to providers, vendors, and technology.
- Tests and configures system changes, partnering with end users to ensure optimal functionality before deploying to the Production environment.
- Ensures consistency, efficiency, and clarity of business processes.

Knowledge of—
- Software maintenance, design, programming, and management.
- Management and administration of finance related systems and databases with a strong background in large ERP systems.
- Principles and best practices of financial report development and generation.
- Desktop systems, client-server, and web-based finance/business applications.
- Accounting and finance concepts.
Ability to—
- Determine, establish, and document operational workflows, including preparing flow charts, process maps, workflow diagrams, Gantt charts, Kanban boards, etc.
- Effectively communicate reporting requirements and technical issues to staff.
- Apply critical thinking and analytical skills to develop technical reports and recommendations.
- Effectively program and maintain finance applications software.
- Develop tailored solutions to meet a range of needs across the organization.
- Establish and maintain effective and healthy working relationships.
- Communicate effectively with presentations, orally and in writing.
- Use technology software such as Microsoft Office Suite, Workday, and related applications.
- Apply GARS and GFOA’s Governmental Accounting, Auditing, and Financial Reporting (GAAFR) principles to ensure compliance with governmental accounting standards.
Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)
Training and/or Education:
- Bachelor’s degree in business administration, accounting, finance, or a related field.
Experience:
- Five years of progressively responsible experience in business software applications, report generation, proficiency in advanced financial applications, financial systems analysis, or financial reporting.
- Experience with Workday Financials and Workday Adaptive Planning is strongly preferred.
