Description:
The primary function is to provide high-level strategic, budgeting and financial services for UHRE: a multi-entity self-supporting auxiliary enterprise with revenues in excess of $28m per year and assets exceeding $250m. This position oversees all University Housing financial analysis, accounts receivable, budgeting responsibilities including budget projections, detailed analysis and long-term projections for future projects and funding mechanisms necessary, auditing oversight for all internal Budget Managers within UHRE, and supervise and back-up the Administrative Associate for Housing Financials, and back-up the Accountant III for Foundation owned residence halls. Salary commensurate with experience.
Essential Duties and Responsibilities
1. Position is responsible for coordinating and completing the budget development process for each of the four separate and distinct entities of University Housing (University owned, Foundation owned, Public-Private partnerships, and Master Leased).� Each entity has its own policies and procedures.� Budget development activities include establishing the budget assumptions for the department, review of proposed fee changes, detailed line-item review of spending plans for reasonableness and adherence to university policy and ensuring that all line items including full time staff (30+) and over 200 student staff are apportioned as appropriate amongst the four entities.� As part of the annual budget development process: assist Executive Director of UHRE in establishing student room rates, which includes financial analyses and long-term modeling, etc.� This position also prepares the annual budget for all four entities and assists the LFO with final budget recommendation. This position must always ensure appropriate reserves are set aside each year for renewal and replacement of the facilities as the entire operation is a self-sustaining Auxiliary enterprise, receiving no state revenues.
2.� Position has a leading role in all financial modeling and analyses for new construction and new master leased arrangements.� In this role, position will interact and provide recommendations and input as necessary to Senior University Leadership in Finance, Student Affairs, and UHRE.� In specific, pro formas must be developed to appropriately finance long term bonded debt and a payback ratio matched to University enrollment growth. Position provides detailed, regular and ad hoc financial forecasts during the year to assess financial performance. This incumbent must have the ability to appropriately and conservatively forecast both expenses revenues to balance this operations books as it is an Auxiliary that must stand alone from the general ledger. Based on forecasts, the position recommends solution-based actions to senior leadership to address variances, assists in implementing any recommendations and assess impact of recommendations.
3.� Oversee all Accounts Receivables for Housing including (HRL, ULREF, P3 and Master Leased properties) which include review of student billing, conference revenues, Affiliates billing and Foundation invoicing.�Provide monthly reporting of invoicing totals/aging totals/cash receipts and invoice adjustments by hall/speed type, etc.� Forecast monthly, quarterly and annual projections.� Ensure university policy is being followed.
4.� �Audit on a quarterly basis all sub budgets assigned to internal Budget Managers within the Department. Coordinate yearly budget requests for said Budget Managers with Executive Director.
5.� Position is responsible for providing fiscal review and recommendations for all new/renewed University Housing contracts.� Position is lead facilitator with contract administration with University Procurement.� Position may also establish new Memorandums of Understanding (MOU's) agreements and reviewing and editing contracts.
6.� Position monitors the department's capital projects including assisting in identifying funding sources for renewal and repair projects.
7.� Position supervises and backs up the Administrative Associate.
8.� Position backs up the Accountant III who serves the foundation for foundation owned residence halls.� The position also assists troubleshooting and variance analysis for these residence halls as needed.�
9.� Other duties as assigned.� Other projects assigned by LFO and/or Executive Director.� Serve as a key member of the University Housing and Resident Experience leadership team as well as the VPSA Financial Team (Business Office).�
