Responsibilities include:

  • Process personnel transactions in the State's personnel/payroll system (SEMA4).

  • Serve as a Designated Department Insurance Representative (DDIR), providing benefits information to employees.

  • Serve as a Retirement Coordinator, working through the retirement process with employees.

  • Perform general administrative activities.

  • Provide support and assistance to staff and customers on personnel issues.

  • Advise managers, supervisors, and employees on various human resources inquiries.

This position has a flexible work arrangement and may be eligible to telework on a full-time or part-time basis which is subject to change. If approved, the employee would be required to complete a telework agreement.

Minimum Qualifications

Minimum Qualifications for Human Resources Technician 1:

  • One (1) year of experience performing paraprofessional, clerical, or technical duties in an office setting performing a variety of administrative program support functions.

  • Experience following confidentiality guidelines and handling sensitive information.

  • Ability to maintain attention to detail while experiencing frequent interruptions.

  • Ability to identify and address multiple duties, work under pressure, and be flexible with changing priorities.

  • Adaptability and problem-solving skills sufficient to perform job duties effectively.

  • Experience understanding and applying regulations, policies, or procedures, such as state and federal employment laws, Minnesota Statutes, personnel rules, or State of Minnesota bargaining unit agreements and plans.

  • Ability to communicate effectively sufficient to answer questions and present employees and management staff with clear and concise explanations of HR policies, procedures, and bargaining unit agreements and plans.

  • Ability and desire to work cooperatively with others as team.

  • Ability to establish and maintain effective working relationships with other staff, managers, supervisors, and external sources.

Minimum Qualifications for Human Resources Technician 2:

  • One (1) year of para-professional/technical performing HR functions including human resources transactions and benefits administration.

  • Experience following confidentiality guidelines and handling sensitive information.

  • Demonstrated organizational skills showing the ability to work independently by handling, prioritizing, and completing a variety and significant volume of HR data correctly and timely.

  • Experience and skills in recognizing and resolving problems by identifying causes, researching solutions, and choosing or recommending the most effective action/solution.

  • Experience interpreting collective bargaining agreements and company policies and procedures.

  • Customer service skills sufficient to provide prompt, courteous and accurate information to customers in person, on the phone, or through written correspondence and effectively communicate with tact and diplomacy in a timely manner.

  • Experience advising managers, supervisors, and employees on various HR inquiries.

  • Proficient computer software skills (e.g., word processing, spreadsheet, and databases software) and keyboarding skills to create letters and memos, accurately review and enter data, create procedural documentation, etc.

  • Experience using Oracle Business Intelligence Enterprise Edition (OBIEE).
