- Exercises first level supervisory personnel management responsibilities. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters.
- Plans, organizes, and oversees the activities of the unit. Develops goals and objectives that integrate organization and objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff.
- Serves as a consultant and provides expertise with senior colleagues and/or agency officials in the application of advanced theories, concepts, and principles related to development or sustainment of broad programs operations.
- Performs professional aerospace engineering work involved in the application of advanced theories, concepts, principles, and processes to the acquisition, development, or sustainment of weapon systems, subsystems, and/or support equipment.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03 or equivalent to the next lower grade GS-12 thru GS-13 in the Federal Service.

Knowledge, Skills and Abilities:
- Expert knowledge of advanced concepts, principles, and techniques across multiple interrelated and integrated technical and test engineering disciplines.
- Strong ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of a small to medium sized flight/section.
- Strong ability to plan and organize work, coordinate between various electronic/aerospace/mechanical engineering and test disciplines, and coordinate with other Air Force, DoD, and other domestic and foreign government agencies.
- Strong ability to research, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions.
- Strong ability to maintain good working relations and provide technical leadership.
- Strong ability to communicate effectively with a broad range of personnel both orally and in writing and to use modern computer software applications in support of communications and presentations.
