About the Role

We are seeking a Sr Evaluation Specialist to support the U.S. Department of the Interior.

This is a fully remote role that can be based anywhere in the United States. This position is contingent on contract award.

Responsibilities

The Department of the Interior (DOI) is working to restore our Nation’s lands and waters utilizing the Bipartisan Infrastructure Law (BIL) Ecosystem Restoration Program (ERP), within DOI’s Office of the Secretary/Office of Policy Analysis.

The high-level goal of this program evaluation is to summarize and assess efforts to date and identify lessons learned from the DOI-led, cross-bureau implementation of the BIL-funded ecosystem restoration efforts. It aims to inform ongoing and future, large-scale, DOI-wide ecosystem restoration programs. It also seeks to assess the barriers and challenges of the current ER Program including understanding factors that may hinder project implementation. The BIL ER Program seeks to learn from the implementation of the program and assess progress towards achieving the programmatic objectives.

More specifically, this evaluation will seek to answer the following program implementation questions, although the selected candidate will be asked to refine and finalize them jointly with DOI and USGS staff and partners:

• How was DOI’s BIL ER Program implemented toward achieving program goals?
• How did the BIL ER Program define its goals and objectives?
• How was the best available science and other forms of evidence used to inform program-level goals and implementation, including processes to continually manage and improve performance?
• How were bureaus and other key stakeholders engaged and how did they contribute to the implementation and decision-making?
• How were BIL ER projects screened, shortlisted, selected and funded, and what factors of selection facilitated or hindered likely project implementations success?
• How well did implementation reflect statutory requirements?
• What challenges or barriers did bureaus and other key decision-makers experience while participating in or working on the program implementation?
• What can be learned regarding project implementation? Are there common risks and barriers to implementation and achieving project output targets across the portfolio of projects?
• What are the primary lessons learned during program implementation?

USGS seeks an external evaluation of DOI’s ERP implementation approach.

Requirements:

Required Experience and Skills

• Must possess excellent analytical abilities and verbal/written communication, organization, and presentation skills
• 8+ years of experience leading environmental science projects
• Experience serving as a consultant (internal or external) on evaluation projects.
• Experience in Program Implementation Assessment
• Experience supporting and/or conducting literature, program and resource reviews and reporting findings.
• Experience in evaluation study design and implementation, including experience using qualitative and quantitative methods
• Experience working with federal, state, and local governmental agencies, national and local NGOs involved with conservation and/or the agricultural community.
• Expert understanding of ecological, resilience, and social benefits from ecological restoration
• Experience conducting and disseminating research involving humans as subjects (if interviews or surveys are part of the method).
• Ability to obtain government clearance.
