ICF seeks an experienced INSTRUCTIONAL DESIGNER to provide federal grants financial management training and technical assistance (TTA). In this role, you will support U.S. Department of Justice, Office of Justice Programs (OJP) grantees to build financial management capacity and infrastructure to improve financial management of federal awards to support victim services, criminal justice, juvenile justice, and justice research programs. The successful candidate will have experience developing creative and engaging virtual and in-person resources and trainings. You will work both independently and as part of a larger learning and development team collaborating closely with subject matter experts in the justice, victim services, and grants/financial management fields.

THIS IS AN ON-CALL, part-time hours position based on project needs.

We are open to supporting 100% remote work anywhere within the US. Applicants should have the ability and willingness to travel.

This position requires obtaining a Public Trust Clearance PRIOR to start date.

Key Responsibilities

  • Identify learning and content development needs based on needs assessments, research, and input from stakeholders and clients.
  • Write, develop, and design instructionally sound, dynamic, accessible learning content focused grants/financial management topics for criminal justice, juvenile justice, and victim services professionals in collaboration with SMEs.
  • Develop learning objectives, assessments, course outlines, learning activities, case studies, job aids, and reference materials for training delivery.
  • Create learning content in a Content Management System by using storyboards, scripts, and course video content using software such as Storyline.
  • Develop instructional media materials including slides, graphics, and audio to support instruction.
  • Collaborate with subject matter experts to develop content and ensure content accuracy and relevance in these key areas, including integrating edits and feedback from subject matter experts and other stakeholders.
  • Use a variety of content creation and design tools to produce impactful and engaging learning in multiple modalities, including powerpoint presentations, PDFs, e-learning courses, and live webinars.
  • Adapt content to cater to diverse learning styles and needs.
  • Participate in the development and review of products for adherence to style and storyboard guidelines, writing standards, course/task flow, and designing for standards such as SCORM conformance and Section 508 compliance.

Basic Qualifications:

  • M.A. or M. Ed. in Instructional Design, Adult Education, Distance Learning, or related field from an accredited institution.
  • Minimum 6 years of work experience in learning/training with proven experience as an Instructional Designer designing and managing virtual and in-person training projects as well as the management of large-scale databases such as an LMS, extracting data, compiling reports, and providing excellent customer service.
  • US citizenship required by federal government contract.
  • This position requires a Public Trust security clearance. Applicants will be subject to a government security investigation to obtain clearance before the start date.
