The City of Chicopee’s Depart of Human Resources Department is seeking a Senior HR Generalist. This individual will, under general guidance assists the Director and Assistant Director of Human Resources in planning, organizing, and overseeing assigned HR operations, actions, programs, and subroutines of the City of Chicopee. This position is responsible for the maintenance of regulatory compliance, workers’ compensation, unemployment case and procedure management, and executing recruitment-related functions. Responsibilities entail a variety of administrative and professional duties requiring a high degree of confidentiality, a significant level of decision making, and assistance in the conception and practice of Human Resource policies and operations.

ESSENTIAL DUTIES INCLUDE:

  • Administers HR programs and services for the City; provides for the administration of appropriate recruitment, training, and other HR development programs and activities conforming to Federal, State, and local requirements, policies, and regulations.
  • Works with the Assistant HR Director to oversee the maintenance, and communication of records required by law or other departments within the organization.
  • Ensures compliance with Civil Service laws regarding the hiring, recordkeeping, and discipline process of employees.
  • Assists HR Leadership in the preparation of the annual budget and monitors the budget regularly.
  • Assists with the maintenance of office equipment and purchases supplies as needed.
  • Actively collaborates and participates in grievance hearings as necessary.
  • Maintains knowledge of all collective bargaining agreements and may assist with composing responses to union grievances.
  • Prepares all bills and payroll information related to the Department for approval.
  • Attends training sessions and conferences related to Human Resources
  • Works with HR leadership to develop and implement a training program for employee development.

QUALIFICATIONS

Education/Experience:

  • A minimum of an Associate’s Degree in Business Administration, Law, Human Resources or in another related field.
  • A minimum of four (4) years of experience in Human Resources
