Description:
The Personnel Security Specialist Mid-Level applies an understanding of the regulations governing the Personnel Security Program, Special Access Program and participates in the administration, coordination, and control of the programs. The position requires a working knowledge of the Personnel Security Program as it relates to accessing personnel for access to Special Access Programs.
Duties:
- Process new incoming Program Access Request (PAR) packages by quality-reviewing the PAR
- Route PAR for necessary approvals/signatures, tracking via the JADE database.
- Update the JADE database with all incoming Program Indoctrination Agreements (PIA) and Debriefing Statements; as well as foreign travel, security violations, derogatory information, etc.
- Insure all PARs, PIAs, and Debriefs, are scanned into the JADE database.
- Perform personnel verification actions via the Defense Information System for Security (DISS).
- Assist customers as to the status of PAR packages; i.e., checking the database as to status, and/or checking pending folders, reciprocity files, and individual personnel folders.
- Verify program access in support of multi-level briefings.
- Conduct program briefing and debriefing.
- Conduct initial and annual security training.
- Process Program Visit Certifications.
- Train personnel in use of JADE database.
- Request Counter-Intelligence (CI) checks on foreign contacts associated with PAR candidates.
- Interact with customers concerning issues on PARs, Risk Assessments, program clearances, and other general information as needed.
- Draft and coordinate Continued Access Eligibility (CAE) request letters.
- Interact with other PERSEC offices for PAR processing/coordination.
- As part of the PAR process, review DD-254s to verify individual’s authorization for program access.
- Issue and track Pre-Screening Questionnaire (PSQ) and PSQ templates.
Experience/Skills:
- Experience and understanding of Program Access Request process.
- Candidate must be capable of multi-tasking and working in a high-tempo environment.
- Must possess excellent oral and written communication skills
- Must have exceptional interpersonal skills and ability to communicate effectively with all levels of staff, and visitors.
- Excellent customer relations skills required. Ability to collaborate with a team of non-supervisory personnel on matters relating to personnel security program objectives, priorities and deadlines preferred.
- Must be a self-starter and capable of working with very little supervision.
- Basic knowledge of DD-254 documentation.
- Working knowledge of Pre-Screening Questionnaire (PSQ) and PSQ templates.
