Description:
The OQ Manager and Trainer’s primary role is to develop and manage an OQ (Operator Qualification) Program including administration, vendor management, stakeholder management, and record validation (database management). The OQ Manager and Trainer will assure all employees working in the field are fit to work and are operator qualified. The OQ Manager and Trainer ensures all training programs curriculum and instructional methods are developed in compliance with Pipeline Operators safety policies and programs, as well as any federal, state and regulatory laws and codes.
Core Responsibilities:
- Develop, advance, update, monitor and control a company specific OQ Plan
- Participate in continuous process improvement initiatives aimed at OQ Program Improvement
- Ensure that employees have been adequately trained to recognize and react to abnormal operating conditions that may occur while performing specific tasks
- Manage online OQ Databases – removing inactive employees, and ensuring accurate reporting and job assignments
- Monitor and track employee qualification status notifying each employee prior to expiration
- Act as a company representative at meetings with Pipeline Operators
- Communicate with Pipeline Operators, whenever necessary, regarding project task lists, company roles, compliance issues, etc.
- Complete monthly project audits verifying teams are adhering to Company OQ Program
- Coordinate and communicate with local unions to establish employee initial training and performance evaluations
- Manages the prioritization of emerging work, and the planning and execution of the most effective and efficient training strategies and approaches that ensure the continuous learning of the organization
- Schedule employee Web Evaluation while accommodating project needs and requirements
- Perform practical evaluations on required covered tasks required for the job function
- Perform other related duties as assigned
Qualifications:
- Willingness to travel – estimated 1-2 days per week, primarily within New England and metro NY regions.
- Preferred minimum 3 years of experience working with ITS Training, Veriforce, Energy World Net, and ISNetworld
- Working Knowledge of NY Public Service Commission memorandum 16 NYCRR Part 255 as found in CASE 19-G-0736
- Working Knowledge of NYS Local Law 196
- Working Knowledge of NYS Code Rule 753
- Preferred minimum 10 years’ experience in Gas operations or construction performing operator covered tasks
- Excellent computer and analytical problem solving abilities
- Self-motivated with a focus on compliance
- Requires excellent written and oral communication, presentation and facilitation skills
- Must be able to train and coach employees based on relevant cover task material
- Ability to use PC desktop applications (Excel, Word, Power Point, and Outlook)
