Neighborhood Planner

 

Description:

The Department of Community Planning, Housing, and Development (CPHD) is hiring a Neighborhood Planner to work on the Arlington Neighborhood Program (ANP) team and manage the process of identifying, qualifying, and implementing NC capital street improvement, beautification, and lighting projects.
Neighborhood Program projects are resident-initiated, and this employee will be the key contact and project manager working closely with neighborhood civic association leadership to move projects from completed neighborhood plans to capital project scoping, development and implementation.
Specific duties include:

  • Serving as liaison between County staff and residents throughout Arlington on ANP projects, clarifying project scope, preparing petitions for distribution, etc.;
  • Collaborating with engineers from Arlington's Department of Environmental Services by preparing conceptual and final construction drawings, monitoring the active project schedule and tracking information for a variety of assigned projects;
  • Collaborating with County staff in multiple departments to develop design plans on active projects by reviewing and reading design and engineering plans, as well as deciding on recommendations for the resolution of problems;
  • Anticipating problems and project impacts, particularly as they relate to trees, vegetation, and other natural obstacles;
  • Resolving project issues and negotiating design elements, between neighboring residents and residents and County staff;
  • Monitoring all project construction and expenditures and closeouts;
  • Organizing and leading public engagement meetings on assigned projects and as a representative for ANP with community organizations, typically held in the evening.
  • Supporting the work of Arlington Neighborhoods Advisory Committee (ArNAC); and including but not limited to monthly evening meetings, maintaining Project Request lists, ArNAC project “Funding Round” preparation, and County Board reports; and
  • Performing other job-related duties as assigned.

The successful candidate for this position will have effective communication skills, a creative and analytical problem solver, able to multi-task and work in a fast-paced environment. Have a passion for customer service with a proven track record of project management and building relationships with other departments, agencies, and groups.

Minimums:

  • Bachelor's degree in Urban Planning, or related field; and
  • Two (2) years' progressively responsible experience in Urban Planning, Community/Neighborhood Planning, Capital Improvement, Project Management, or related field.
