Description:

The Proposal Director ensures high engagement and collaboration across the enterprise and among internal and external teams, ensuring a fully compliant and responsive submission. They work with senior leaders and key contributors to establish and fully understand the vision for the proposal and coordinate among team members to ensure highly effective execution that leads to winning bids for new and existing markets. The Proposal Director is responsible for adhering to and promoting the established processes, using our tools, influencing the proposal-specific strategy and ensuring a high-quality product. They thoroughly review, assess and action as appropriate all proposal material.

 

In addition, during peak periods, this role provides Capture Planning support and leads strategy and capture planning activities in support of business development that targets new markets, existing health plan reprocurement, and RFx proposal development. Works as a liaison between the Business Development and Proposal Development teams. Works with cross-functional and cross-segment stakeholders to develop the capture plan that supports proposal solutions, proposal quality and improves win probability.

The Proposal Director is viewed as the trusted central authority and point of contact on all relevant proposal activity. They anticipate and solve for issues and effectively mitigate risks. And communicate exceptionally well to inform and align team members around a common vision and approach.

  • 5+ years’ experience leading and developing large government proposal responses
  • Strong project management, planning and coordination skills
  • Project management or equivalent certification or 5+ years in project management
  • Proposal process expert
  • Group presentation, leadership and facilitation skills with numerous participants, including senior leaders/executives
  • Strong written and communication skills
  • Advanced MS Office suite proficiency
  • Precision with details that lead to 100% compliant proposal responses
  • Familiarity with Shipley methodology, working knowledge preferred
  • Proven ability to build and maintain strong relationships and collaborate well with all internal stakeholders, including Proposal Team members
  • Ability to adapt to changing priorities, swiftly identify/execute creative solutions and effectively navigate demanding situations
  • Ability to work independently and with team members to produce high quality results that meet external and internal client expectations under tight timeframes
  • Highly accountable, accepting ownership of capture plan development
  • Process and detail-oriented while being flexible and willing to pivot priorities as needed

  • Ability to work extended hours as proposal schedule requires
