Description:

Duties Summary
Independently performs a wide range of technical human resources work in support of a departmental human resources program or in support of one or more functional areas in the central human resources department requiring the interpretation and application of civil service laws, human resources policies and procedures, and pertinent provisions of collective bargaining agreements; and performs other related duties as required.

There is one (1) immediate permanent full-time vacancy with the Department of Finance - Office of the Director in Hilo.

(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.


Examples of Duties
OPERATING DEPARTMENT:

Provides information and guidance on the requirements of civil service laws, regulations, and human resources policies and procedures pertaining to recruitment, placement, transfer, promotion, examination, classification, labor relations, and other related personnel matters.
Responsible for phases of functional program areas relative to personnel transactions, employee benefits, workers' compensation, safety, recruitment, etc.
Screens and reviews correspondence, forms, records, reports, applications, and other documents for accuracy, adequacy, completeness, and conformance to pertinent civil service laws, regulations, policies, and procedures.
Prepares and processes personnel transactions involving appointments, transfers, promotions, reallocations, terminations, leaves of absence, compensation changes, etc.
Enters data into the human resources and payroll processing system to effectuate changes to departmental employee's personnel and payroll records; works directly with the central agencies to resolve data entry or processing problems.
Distributes recruitment postings to employees in department.
Assists with the development of written and performance assessments to focus on applicants' knowledge and skills level.
Schedules and notifies applicants of interview appointment and results of the selection process.
Tracks the status of applicants through applicant data software system.
Serves as contact person on all matters related to employee benefits, e.g., health, retirement, flexible spending, etc.; coordinates logistics for all meetings thereto; provides information on benefits to employees; distributes, reviews, and processes all required enrollment or change forms.
Reviews and verifies eligibility for Temporary Disability Insurance claims; notifies employee and processes claims.
Reviews and verifies workers' compensation claims and vehicle and property damage claims; participates in the investigation and preparation of reports of findings.
Provides information and advice on workers' compensation laws and safety regulations to managers and employees; coordinates safety training classes.
Participates in the department's safety committee activities.
Contacts the Department of Human Resources and the Office of the Corporation Counsel on legal and technical questions relating to civil service, compensation, vacation, sick leave, workers' compensation, benefits, labor relations, and related human resources management matters.
Makes extensive searches through a variety of files and records; extracts, refines, and organizes information and prepares final reports; prepares other human resources reports and reports for use in budget preparation, annual reports, cost data, etc.
Prepares newsletters, notices, and other publications relating to personnel matters for distribution to the sections and divisions of the department.
Sets-up, reviews, updates, and maintains all manual and electronic personnel files, which includes confidential matters thereto.
Performs other related duties as assigned.
CENTRAL AGENCY:

Audits payroll certification forms for completeness, accuracy, and compliance with civil service laws, rules, collective bargaining agreements, and executive orders, initially conferring with supervisor on more complex transactions; processes the same.
Audits data entered by departments into human resources system for processing of personnel actions; posts transactions and processes.
Conducts on-site audit with departmental personnel to ensure compliance of civil service laws and human resources policies and procedures relating to records management, confidential materials, bulletin board postings, etc.
Reviews and processes position redescriptions for classes as assigned, class specification amendments, and simple to moderately difficult reallocation requests.
Prepares and processes classification action notifications; enters data into the human resources position files to effectuate personnel transactions and maintain position history.
Prepares recruitment announcements; works with news media on ads; prepares and distributes announcements for posting.
Provides information on recruitment process, minimum qualification requirements including required certificates, licenses, etc.; refers applicants to licensing agencies.
Screens applications recruitments and other types of appointments; rejects or accepts applications; explains the reason for rejection to applicants.
Prepares certifications for hiring departments and updates records of departmental hiring actions.
Reviews, processes, and monitors routine and moderately difficult workers' compensation (WC) claims evaluations and assists specialists with the more difficult and complex cases.
Assists specialists to prepare WC cases for administrative hearings before the Department of Labor and Industrial Relations.
Assists in the review of routine treatment plans to ensure compliance with the Hawai`i Workers' Compensation Medical Fee Schedule.
Reviews provider bills to ensure compliance with the Hawai`i Workers' Compensation Medical Fee Schedule; recommends approvals or denials.
Arranges for Independent Medical Examinations (IME) and disability evaluations.
Determines periods of temporary disability.
Plans and coordinates the annual awards program; prepares notices to departments; arranges for judges, emcee, and awards; coordinates logistics and staff assistance.
Coordinates the annual office support staff conference; prepares notices to departments; compiles registration list; solicits donations; organizes committee and plans program; arranges for speakers; coordinates logistics.
Coordinates the annual pre-retirement workshop; prepares notices to departments; compiles registration list; arranges for speakers; coordinates logistics and staff assistance.
Assists in the development of Equal Employment Opportunity Plans; participates in the investigation of routine and simple complaints; prepares reports of findings.
Prepares announcements for training sessions; compiles registration lists; assists with preparation of training materials; updates and maintains training records and logs.
Assists with program coordination and logistics for departmental meetings, conferences, special events, and training.
Sets-up, reviews, updates, and maintains all manual and electronic files and records relative to the assigned functional human resources program, which includes confidential matters thereto.
Performs administrative support functions for department as assigned.
Performs other related duties as assigned.
Minimum Qualification Requirements
Training and Experience:
A combination of education and experience substantially equivalent to:

graduation from high school, and
two (2) years of responsible clerical or technical work experience in human resources management that shall have included the preparation, review, and processing of various personnel forms and applications, which involved the review, interpretation, and application of employment related laws and regulations, human resources policies and procedures in the performance of these duties, and
possession of a valid State of Hawai`i driver's license (Class 3) or any other valid comparable driver's license at the time of filing, as applicable to the position. You will be required to submit your valid driver's license at the time of hire, if the position requires a driver's license. (The immediate vacancy with the Department of Finance does not required a valid driver's license.)
