Position Classification
Classifies and prepares necessary documentation for positions covered by the General Schedule (GS) (including Trust positions) and Federal Wage System (FWS). Provides expert and authoritative advice on complex classification issues and problems. Compares positions to other like positions and to classification standards to ensure consistency in establishing compensation levels across a variety of employment programs. Shares analysis and determinations with peers; incorporates best practices and lessons learned into the standard work practices of Si’s classification program. Advises on the accepted principles and rules to be applied in analyzing complex individual position and organizational structure issues such as: resolving borderline pay category issues affecting large numbers of positions; applying broadly written guides to rapidly-evolving professional occupations; or resolving highly contentious mixed series/mixed grade, interdisciplinary or impact-of-the-person-on-the-position classification issues that have widespread internal and potentially external impact. Prepares factor evaluation system evaluation statements for positions that entail precedent-setting classification decisions. These decisions may become the accepted guideline and standard for other specialists. Determines competitive levels, bargaining unit status, Fair Labor Standards Act (FLSA) exemptions, position sensitivity and other relevant factors associated with the classification function.
Position Classification Advisory and Analysis Support
Advises supervisors in developing accurate position descriptions and assumes responsibility for their technical adequacy for classification purposes. Provides managers with authoritative interpretations of classification, compensation and position management procedures, practices, policies and guidelines when the issues involve new, highly controversial, precedent-setting and/or involve more than one area of human resources policy. Has full technical responsibility for independently providing guidance on classification and position management program, policy and practices. Responds to human resource program concerns where there is the potential for serious impact on the SI mission, such as classification decisions or appeals that overlap the Office of Equal Employment and Supplier Diversity or Labor and Employee Relations areas.
Consults the managers, supervisors and subject matter experts in evaluating position responsibilities, duties, skills, accountabilities, work environment and ability requirements to prepare job analyses. Identifies core tasks and competencies to develop rating plans.
