Description:
Job Duties & Responsibilities
- Serves as an expert resource to leadership and employees of assigned departments providing professional and courteous guidance on City policies and procedures, best practices, employment laws, performance management, and talent acquisition.
- Works with hiring managers when there is a new opening or vacant position to develop and revise job descriptions, grades positions for salary placement.
- Assists in conducting interviews and hiring candidates. Develops job offers in consult with hiring managers. Delivers verbal job offers.
- Conducts investigations and participates in disciplinary hearings. Advises supervisors on appropriate levels of discipline and reviews discipline forms.
- Provides guidance to management on labor relations topics including grievances, communicating with union representatives, and contract interpretation.
- Assists with developing and presenting training on a wide variety of topics.
- Participates in labor/management and grievance meetings.
- Assists in negotiation preparation and collective bargaining process.
- Meets with union leadership on various employee issues on an as needed basis.
- Assists in maintaining and updating the personnel policy manual.
- Facilitates the Civil Service process in conjunction with the Commission. Schedules, attends, prepares for, and records meetings.
- Performs related work as required.
- Qualifications
Required Education and Experience
- Bachelor’s degree from an accredited college or university in human resources, business, general liberal arts, or a related field and 3 to 5 years of human resources experience including experience in HR policies and procedures, employee relations, onboarding, HRIS, performance management, and recruitment;
