Human Resources Director

 

Description:

This position exists to direct, lead and manage the day-to-day operations of the HR Staffing team supporting Minnesota Managment and Budget (MMB) and provides consultation and guidance to managers, supervisors and staff. The unit provides support and guidance to agency leadership, managers, supervisors and staff in the areas of recruitment and selection, classification and compensation administration, contract interpretation, workforce planning and performance management.

The incumbent is responsible for establishing unit plans and priorities based on the HR agency strategic plans; to coordinate functions across all units within the Human Resources Offices; assist in developing and implementing strategic direction for the HR division; developing work plans and performance expectations for the unit and ensuring that the work of the team is operating within the delegated authorization provided by MMB.

Job duties include but are not limited to the following:

  • Supervise and direct staff in the daily operations of the Staffing unit ensuring that needed services are efficiently and effectively delivered.
  • Direct and supervise recruitment, assessment, and selection activities to ensure that positions are filled in a timely manner; staffing levels meet program goals and needs; the agency uses job-related selection processes; and selection processes are consistently administered.
  • Supervise the administration of the job analysis and classification function to ensure that positions are correctly and equitably classified and that merit system principles are followed.
  • Consult with and provide direction to agency staff, managers and supervisors on personnel and labor relations issues, primarily in the areas of job classification, compensation, recruitment, selection, layoff and recall processes so that issues and concerns are dealt with consistently, collective bargaining agreements/plans are interpreted accurately, and harmonious labor/management relations are maintained.
  • Participate in management activities including strategic planning processes, priority setting, meetings, special projects and other assignments.

Qualifications

Minimum Qualifications

Four (4) years of professional-level human resources experience AND demonstrated leadership experience acquired through managerial, supervisory, project management, lead work, or other positions that may require planning, oversight, and other leadership competencies.
