Description:

Responsibilities:

  • Provide project managment support to technical support projects and ship repair availabilities under the auspices of Foreign Military Sales programs executed by Naval Sea Systems Command (NAVSEA)
  • Identify and define project requirements and analyze to develop project scope
  • Recommend alterations to development and design to improve quality of products and/or procedures
  • Define and acquire staff and other resources to accomplish the objectives of the project
  • Perform analysis, development, evaluation, and planning
  • Lead teams supporting various FMS delivery orders
  • Interview, select, train, mentor, develop performance plans, and conduct performance evaluation of assigned employees
  • Comply with applicable quality and security procedures in the performance of duties
  • Provide leadership to project analyses and process improvement activities
  • Provide recommendations to improve existing quality systems and applicable procedures and guidelines
  • Verify that all internal and subcontractor staff meet all contractual and performance requirements
  • Provide subject matter expertise and input to integrated master ship repair schedules
  • Respond to emergent international fleet technical requirements
  • Provide expertise and input to ensure adherence to local, state, federal and OSHA safety laws and policies
  • Provide subject matter expertise on projects from inception through completion
  • Review work for quality assurance
  • Review and approve subcontractor invoices
  • Participate in long-range planning, analysis, and program design
  • Participate in the planning and design of new projects
  • Acquire additional business on assigned programs and supporting new business development and proposals
  • Perform additional duties and responsibilities as assigned

Qualifications:

To be successful in this role, you will have:

  • Bachelor's degree in relevant field with five (5) years of increasing engineering management responsibility is required, including at least two (2) years of USG ship or submarine construction or repair/overhaul experience
  • Experience includes disciplines of electrical engineering, combat systems engineering, fire control technical, electronics technician, and may include mechanical, naval architecture, marine, and civil engineering
  • Project Management Professional (PMP) certification from the Project Management Institute is preferred
  • A U.S. Government ACTIVE SECRET clearance is required and is a condition for continued employment
  • Foreign Military Sales (FMS) experience is STRONGLY PREFERRED.
  • Experience working directly with foreign military and foreign government personnel is highly desired
  • Experience with the various ex-USN/USCG ship classes and their associated systems currently in service in foreign navies is highly desired
  • Experience supporting NAVSEA IWS 4, IWS 11, PMS 325, PMS 326, or PMS 333/SEA 21I is highly desired
  • Familiarity and experience with ITAR, FCPA, and other regulations, laws, and additional requirements associated with international work is desired
  • Travel up to 10% may be required.


Knowledge, Skills, and Abilities:

  • In-depth knowledge of shipbuilding (acquisition, design, production, test and trials) is desired
  • Knowledge of U.S. Navy hull, mechanical, and electrical system functionalities and interfaces
  • An understanding of NAVSEA, other U.S. Navy organizations, and supporting organizational processes, roles, and responsibilities is highly desirable
  • Proficiency in a variety of the field’s concepts, practices, and procedures
  • Skills and abilities to collect information, data, and technical specifications, and perform engineering computations, measurements, and analyses of navy engineering systems
  • Relies on experience and judgment to plan and accomplish goals
  • Performs a variety of complicated tasks
  • Excellent communication, presentation, and interpersonal skills
  • Ability to manage, track, and prioritize many diverse and changing requirements and tasks
  • Ability to interact with customers and provide input to project managers on programmatic and technical deliverables
  • Skills and capabilities to produce and deliver comprehensive reporting to external and internal stakeholders, including government, executive, and foreign personnel
  • Requires advanced knowledge and understanding of work project(s) and functions
  • Skilled with Microsoft Office (Word, Excel, and PowerPoint)
