Description:
The Campus Controller's Office (CCO) at CU Boulder welcomes applications for the Fiscal Compliance Analyst position! This vital role supports campus-wide fiscal internal controls, performs compliance reviews and proposes solutions to mitigate risk, and assists in the development and implementation of the annual fiscal compliance review plan. This position reports to the Director of Accounting, serves on the unit leadership team, and interacts directly with department collaborators, chairs and deans, university administration, as well as a wide variety of internal and campus-wide employees. The Fiscal Compliance Analyst position provides excellent opportunities in a broad range of areas, and is a professional position requiring technical audit and compliance experience and an ability to perform the duties independently and in collaboration with the Associate Director - General Accounting as needed.

The Campus Controller's Office maintains and supports CU Boulder's fiscal responsibility through accurate financial accounting and reporting and is in compliance with laws, regulations, policies/procedures, and contract requirements for sponsored projects. We provide oversight, assistance, and training in financial stewardship for the Boulder campus.
What Your Key Responsibilities Will Be
Fiscal Compliance Process Excellence (identifying, improving, maintaining processes, including metrics):
Participate in the development and implementation of the annual CU Boulder fiscal compliance review plan.
Perform fiscal compliance reviews based on the review plan which are identified to reduce University risk and help ensure the campus maintains reasonable levels of fiscal compliance with federal, state, and university regulations, rules, law, policies, and guidelines.
Identify compliance issues trending across campus and provide regular proposals to the Assistant Director – Fiscal Compliance regarding priorities for review.
Present findings and issue formal recommendations in written reports to senior management.
Conduct follow-up assessments of the implementation status of recommendations previously issued internally or by CU System Internal Audit.
Using lessons learned from prior audits and reviews, expand reviews to similar high risk areas.
Access, review and analyze financial data records and information in the university’s information systems to detect possible errors and irregularities.
Takes initiative to work directly with schools and colleges to understand the control environment and make recommendations for improvement as applicable.
Collaborate with the Office of Data Analytics and other budget and finance resources to best meet fiscal compliance review priorities of the university.
Develop and implement exception reports to detect possible fiscal compliance issues to identify and mitigate risks based on continual monitoring of the control environment.
Identify and communicate compliance trends from Internal Audit findings or fiscal compliance reviews in a generic manner.
University Satisfaction (engaging with and training campus staff):
Assist the Assistant Director – Fiscal Compliance in the liaison role between the Boulder campus and CU System Internal Audit in managing the campus response on newly issued reports and formal follow-up to previously issued audit reports as applicable.
Coordinate with management and fiscal staff in other campus departments, including, the offices of Financial Aid, Contracts and Grants, Research Integrity, Athletics Compliance, and Budget to identify systemic reconciliations issues that require further internal review of the sources causing the reconciling item(s).
Works closely with Bursar, Registrar, Financial Aid, Budget, Office of Contracts and Grants, Athletics, academic units and other campus departments to ensure fiscal compliance priorities are met within a complex, and constantly evolving environment.
Represent CCO while collaborating on campus-wide projects, participating in policy and process review and the implementation of new accounting practices.
Work with CCO staff to enhance existing and develop new training courses for presentation to the campus community. Training is to ensure personnel have the knowledge and tools necessary to appropriately comply with GAAP, sponsor rules/regulations, and university policies/procedures.
Initiate and maintain meaningful communication and collaboration with departmental personnel and colleagues on other CU campuses and at the Office of the University Controller.
Proactively identify, recommend, and implement process improvements to address areas of concern. Collaborate with colleagues and campus partners to implement improvements and manage change.
Build and maintain effective, collaborative working relationships with peers across campus to ensure services to CCO’s clients are effective and provide exceptional value.
