The Deputy Chief Risk Officer directs multiple large and complex critical programs impacting broad constituencies across significant portions of the organization through subordinate managers. Identifies objectives, manages considerable human, financial, and physical resources, and functions with high autonomy. Accountable for formulating and administering policies and programs for primary functions. Operational or program results can affect overall organization-wide performance and reputation. Directs through subordinate managers the development of strategic goals and objectives to achieve accountability and stewardship of university resources consistent with systemwide objectives and initiatives. Reporting directly to the Associate Vice President, Chief Risk Officer (CRO), the Deputy Chief Risk Officer utilizes the principles of informed risk evaluation to help lead an office that serves as a resource to senior leadership, academic, and administrative units. Assists the Chief Risk Officer in the strategic leadership and vision for the University of California System's ten campuses, of which five have medical centers, and other locations and divisions. Through strategic risk management, the University will reduce the chance of loss, create more excellent financial stability, and protect its resources. These risks span conventional insurances such as the captive insured retentions under commercial property and casualty liability placements, areas of insurable risk where the University has chosen not to purchase risk transfer, and more esoteric risks where commercial risk transfer markets do not offer relevant solutions. This position directs the overall operation of the University's Enterprise Insurance Risk Management programs, including ensuring compliance and general program management. Creates, develops, and implements strategies and programs to meet changing demands and provides the University broad spectrum of risk management and knowledge. This position leads a team of insurance and risk professionals responsible for Workers' Compensation, General Liability, Employment Liability, Property, Professional Hospital Medical Liability, and other related and non-related liability programs. Through this team, they direct the development of strategic goals and objectives to achieve accountability and stewardship of university resources consistent with systemwide objectives and initiatives.

Key Responsibilities
25% Along with the Chief Risk Officer, provides vision and leadership in developing long-range plans for the deployment and management of services to respond to both anticipated and unexpected events, program performance, trending, market conditions, and systemwide and UCOP business needs. Evaluates the potential use of emerging technological advances that can be integrated into existing infrastructure that will improve program efficiency and effectiveness. Assists the CRO with analyzing and implementing effective organizational strategies to enhance systemwide program performance, including strategic planning articulation of goals and objectives. Works closely with all UC locations to develop strategies for effective Risk Services related programs.
25% The Deputy Chief Risk Officer oversees the management of over 45 lines of insurance self-funded by the University. These programs include medical malpractice, general liability, auto, employment practices, workers' compensation, travel insurance, cyber and network liability, aviation, and marine. Evaluate University operations and exposures to determine appropriate types and levels of insurance; evaluate loss history and exposure to determine self-insurance limits for specific areas of risk. 20% Aids the Chief Risk Officer in developing funding strategies, funding levels, and insurance stop-loss levels. Work with program directors to equitably distribute the costs of these programs and provide loss control guidance or incentives for loss control. Assists the CRO in overseeing and coordinating the department's response to internal and external program requests. Upon delegation acts for the CRO during absences. Serves as the senior consultant and acts on CRO's behalf, upon request, on matters affecting department and unit budgets communicating departmental priorities, developing cost/benefit analyses supporting significant decisions, and exploring new business models, etc. Ensures responsible expenditures are consistent with University Policy. 15% Collaborating with the CRO and key stakeholders, establishes the vision, mission, and strategic direction and makes long-term decisions regarding Enterprise Risk Management (ERM) that reflects organizational objectives and needs. Leads the identification and framing of systemic Enterprise Risk Management (ERM) issues and formulation and advancement of approaches to address them. Plans, designs, and implements department programs and establishes direction. Collaborating with the CRO and key stakeholders set the Risk Services organization's vision, mission, strategic direction, objectives, and metrics. Provides leadership in developing strategic partnerships within UCOP, systemwide stakeholders, and third-party organizations on designing, developing, and implementing solutions and strategies to respond to identified University risks. Attends committees and reports relevant information to CRO and Risk Services staff. Provides direction and expertise to Enterprise Risk Management (ERM) department, projects, and work assignments.
15% Directs and controls the activities of Enterprise Risk Management (ERM) through several unit managers within the organization, having responsibility for planning, budgeting, implementing, and maintaining costs, methods, and employees. Identifies and develops resources for responding to increasing issues, including Risk Services, to meet the challenge of budgetary constraints with accuracy and timeliness. Ensures the overall execution of day-to-day operations, including developing standard operating procedures and monitoring and measuring services. In collaboration with the CRO, evaluates University risks and ensures the organization's assets are adequately protected.

Experience
Required Qualifications
Over 10 years required, 15 years preferred, of experience in risk management or a closely related field (brokerage, insurance underwriting, legal, audit, safety).
Over 10 years significant experience managing a risk services program for a large institution with diverse operations and exposures. Knowledge of insurance coverage and claims administration in property, general liability, employment liability, cyber, medical malpractice, fiduciary, and workers' compensation.

Skills and Abilities
Required Qualifications
Thorough and expert knowledge of basic risk management techniques and strategies, including risk prevention, risk retention (self-insurance), and risk transfer (insurance policies, indemnity agreements). Thorough knowledge of actuarial concepts and cost (premium) allocation methodologies. Knowledge of legal principles applicable to workers' compensation, general liability claims/litigation, employment-related disputes, and medical malpractice. Demonstrated history with the internal marketing of programs and processes and a proactive approach to problem-solving. Must be familiar with insurance and liability and compliance standards for the industry, including financial, property, operational, or personnel reporting, regulations, and standards. Expert comprehensive knowledge and understanding of all areas of enterprise risk management. Must be both a problem solver, have the ability to evaluate risk, and assist in the determination of risk tolerance. Broad knowledge of existing and emerging industry practices and knowledge of principles of effectiveness for infrastructure. Expert and extensive knowledge of financing and insurance strategies to build up preventative measures against potential losses. Must be a proven leader and manager, able to take charge and act assertively without guidance. Must have strong interpersonal skills to manage large teams. Expert leadership ability to establish department goals and motivate and influence others to achieve. Strong interpersonal skills; and experience managing multiple functions in operations; or an equivalent combination of education and experience. Expert skills in managing highly complex budgets with the ability to multi-task. Expert written, verbal, and interpersonal communication skills to effectively address complex and potentially sensitive subject matter, including expertise and skill to interact successfully with various technical, scientific, legal, political, and public entities. Advanced knowledge of and expertise using proven negotiation methods and the ability to critically analyze a negotiation.
Must possess risk analysis, database management, risk metrics, and capital management knowledge and extensive knowledge of legal requirements and compliance regulations.
