Description:
The Core Competencies Training Coordinator provides information, directs structured learning experiences, and manages group discussions and group processes. This position assists the health department in providing resources, tools, and services to train the workforce so that it is well equipped to deliver essential public health services. The coordinator develops workforce activities to assist employees to engage in opportunities through which they obtain essential knowledge and skills, creating structures that embrace ongoing learning while supporting the organization's strategic objectives ensuring the workforce is capable, engaged, and sustained in its work. This position identifies and utilizes appropriate methods of instruction with an emphasis on adult learning techniques. This position is responsible for assessment, planning, organization, implementation and measurement of educational content and developmental programs. The coordinator is responsible for ensuring an understanding of job competencies and best practices for all levels of public health staff through course development, delivery, and evaluation.

- Identifies the core competencies that are important to the health department's success, including competencies aligned with strategic objectives, those aligned with specific roles, and those that are universal and apply to all employees.
- Analyzes how to address skill, knowledge, capacity gaps, and build employee competencies through diverse workforce development approaches.
- Provides information, directs structured learning experiences, and manages group discussions and group processes.
- Identifies and utilizes appropriate methods of instruction with an emphasis on adult learning techniques. Responsible for assessment, planning, organization, implementation and measurement of educational content and developmental programs. Responsible for ensuring competencies and best practices for all levels of staff through course development and delivery.
- Facilitates, develops, and implements training programs to ensure achievement of strategic initiatives and departmental goals.
- Ensures programs in place to meet regulatory requirements, strategic initiatives and support performance improvement needs.
- Provides consultative expertise regarding development and/or assessment of departmental competency programs based on the organizational model, specifically regarding employee orientation and development programs and program evaluation.
- Effectively manages resources to include time management, prioritizing workload, planning, and scheduling.
- Demonstrates effective communication skills, instructional design, oral, written, and electronic presentation skills.
- In collaboration with appropriate Department Heads, ensures program outcomes and established goals for employees and departments are met.
- Confers with Leadership to gain knowledge of work situations requiring training and to support policies, procedures, regulations, business initiatives and technologies.
- Formulates teaching outlines and determines instructional methods such as individual training, group instruction, lectures, demonstrations, conferences, meetings, and workshops.
- Designs teaching aids such as training handbooks, demonstration models, multimedia visual aids, computer tutorials, and reference works.
- Conducts one-on-one training sessions covering specified areas such as on-the-job training, refresher training, etc.
Qualifications
- Bachelor's degree in education or related field with three years' experience; Master's degree preferred
- Minimum of seven (7) years of experience in program development, program design and implementation may be accepted in lieu of above.
- Experience with facilitating groups of five (5) to one hundred (100) participants for both in person and online content delivery
- Familiarity with the Core Competencies for Public Health Professionals
- Proficient with Microsoft Office (Word, Excel, and PowerPoint)
- Valid Indiana driver's license
