Duties

As a Civil Engineer, this position will serve as a Project Manager at the Coast Guard's Facilities Design and Construction Center, and is responsible for procuring, coordinating and managing the design and construction related services provided by architectural/engineering contractors.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Performing facilities project management studies involving a variety of Coast Guard and Federal government facilities, structures, or equipment/training systems performing various functions and purposes.
  • Serving as a trouble-shooter or consulting civil engineer, providing technical and project advice and guidance to Architectural/Engineering (A/E) contractors regarding new or complex aspects of assignments or in performing the work required by the contract.
  • Preparing A/E scopes of services, fee estimates, analyzes proposals, prepares technical evaluations, recommends pre-negotiation position, and assists with contract negotiations.
  • Collaborating with managers; other engineers/architects, construction project managers, legal staff, contract specialists and/or contractor personnel.
  • Planning specific objectives, scopes, budgets, milestones, and phases for complex projects and makes needed innovations and modifications.
  • Evaluating project/design objectives and employs innovative approaches to meet project needs and requirements.
  • Developing scopes, designs (including computer generated drawings and specifications), cost estimates, and schedules for assigned projects.

  • Must possess and maintain a valid state driver's license.
  • Transcripts must be submitted at the time of application.
  • A one-year probationary period may be required.

Qualifications

a. Basic Requirements: Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
