The City of Bell is recruiting for an exciting career opportunity in the Public Works Department. We are looking for a team player who will assist the Public Works Department and work to modernize the Department operations. The Associate Civil Engineer will provide professional administrative and analytical assistance to the Public Works Department with City-wide issues, programs or operations. Plans, organizes and conducts special analytical projects and studies and prepares routine and comprehensive reports. Incumbents are expected to perform the full scope of assigned duties.

Knowledge of:

  • Public Works and engineering principles, best practices, and methods as applied to public works, utilities, and construction projects.
  • Modern methods, materials, and techniques used in the design and construction of a wide variety of public works projects.
  • Knowledge of engineering mathematics.
  • Knowledge of field survey and construction practices.
  • Modern developments, current literature, and sources of information regarding civil engineering, applicable federal and state laws and regulatory codes relevant to civil engineering design and construction.
  • Modern office procedures, methods, computers, office equipment, and software applications.
  • English usage, spelling, grammar, and punctuation.
  • Professional writing techniques.

Duties may include, but are not limited to, the following:

  • Responsible for preparation of plans, specifications, and estimates for all types of public works improvements; oversees research and compilation of engineering, building, land use and construction documents in support of major citywide civil engineering projects.
  • Administer construction contracts; perform some project inspections.
  • Establishes design procedures; interprets the application of design criteria; check plans and specifications for accuracy of design and completeness.
  • Directs and performs investigations and recommends actions concerning traffic problems, building permits, street improvements and subdivision developments.
  • Collect and interpret data to estimate traffic demand and roadway/intersection capacity; determine optimum signal timing; collect and analyze count, radar, and accident experience data to provide recommendations for accident reduction.
  • Advises and assists the public on construction codes and standards and acquiring required permits; assists with consultants, contractors, builders, and the public during the design and construction stages with City requirements; assists developers, contractors, and the general public in plan checking to determine if they meet City requirements.
  • Checks engineering design plans for street improvements, sewer and storm drains; checks specifications, estimates and supporting data for accuracy and conformance to policy and standards.
  • Reviews site plans and determines the public improvements required by City code.
  • Issues permits as requested.
  • Checks field sites, checks legal descriptions, and assists in coordinating work between the contractor and the inspector.
  • Draws assessment diagrams and maintains assessment maps and rolls; spreads assessments for the various special districts.
  • Confers with engineers, contractors, and developers in relation to public works projects and subdivision plans and approves or recommends changes or modifications as necessary; interprets regulations from the subdivision ordinance and subdivision map act.
  • Establishes positive working relationships with representatives of community-based organizations, other agencies, City management, staff, and the public.
  • Supervises sub-professional employees in design, drafting, field work and surveying.
  • May make presentations to City Council, community groups, and the public regarding construction projects.
  • Establishes positive working relationships with representatives of community organizations, State/local agencies and associations, City management and staff, and the public.
  • Perform related duties as assigned.
