Accountant

 

Description:

This position performs a variety of assignments with primary emphasis on Federal grant reporting activities and acts as primary GAAP filing coordinator for the Office of Mines and Minerals.

Essential Functions

1.Under general direction, performs a variety of assignments with primary emphasis on Federal grant reporting activities and acts as primary GAAP filing coordinator for the Office of Mines &Minerals (OMM):

  • Analyzes, extracts and compiles data for US Dept of Labor grants, grant supplements, US EPA grants and DCEO grants
  • Tracks expenditures of grants and the inter-governmental DCEO agreement
  • Draws funds for federal grants
  • Requests funds for DCEO invoices paid
  • Prepares and submits quarterly and annual reports of expenditures and grant balances
  • Prepares financial statements for the grant application package
  • Compiles data for annual GAAP filing
  • Confers with Agency GAAP Coordinator to ensure all filing deadlines are met
  • Enters GAAP information into the Comptroller’s WEDGE system

 


2.Tracks expenditures on spreadsheets and maintains files:

  • Assigns reference numbers to purchase request
  • Reviews fund balances to ensure funds are available
  • Assists in the preparation of the annual budget submission to the Office of Management and Budget and the General Assembly for OMM by providing historical and projected fund information and gathering current information
  • Assists with auditing Mine Safety and Training, Land Reclamation, Oil and Gas, and Blasting and Explosives division's vouchers for correct coding and funding source and enters it into SAP as needed

 


3.Manages petty cash accounts for the Office of Mines and Minerals:

  • Completes deposit reimbursements
  • Reconciles funds and tracks all expenditures
  • Coordinates reimbursement payments and advises on allowable petty cash expenditures

 


4.Monitors all cash flow for the Office of Mines and Minerals:

  • Ensures adequate fundings for voucher payments
  • Maintains cash receipts journal
  • Tracks all OMM deposits
  • Assists OMM Fiscal Officer with personal services projections

 


5.Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

 


Minimum Qualifications

1.Requires knowledge, skill, and mental development equivalent to completion of four years of college, with courses in business administration and accounting or four years of technical accounting experience.
